Usually not, and it is worth knowing why. Every charter yacht has licensed limits for how many guests it may carry by day and sleep overnight. Those caps come from the yacht’s registration and insurance, not the crew’s goodwill, so managers hold the line even for small children; occasional flexibility exists for infants under 12 months, case by case.
The good news: this is almost always solvable with the right boat. The usual fixes are a similar yacht with Pullman berths, stepping up one size, or splitting the group across two yachts cruising together.
